To create a platform to enhance the skills of the employees of the regional state administrations of Ukraine for more effective implementation of the Public Diplomacy Strategy of Ukraine, consolidation of efforts at the regional level, gaining awareness of modern challenges and trends in this area, in particular, work with digital tools, SMM and in the media space, etc.; to develop basic skills of project management, fundraising and strategic communication, as well as profound understanding of how to support local businesses and attract foreign investments.

The course based on both theoretical and practical classes covers the principles of communication in public management and administration, the fundamentals of strategic communication and the communication algorithm in crisis situations.

The event will contribute to the strengthening of inter-institutional and intercultural dialogue and to the establishment of cooperation between Ukrainian diplomats and representatives of the cultural sphere.

The course aims to help acquire knowledge about the management system in the regional state and military administrations. It will open up opportunities for cooperation and development and help civil servants prepare for Ukraine’s future membership in the European Union.

Countering Russia’s hybrid warfare – part of its full-scale aggression – requires effective communication strategies along with countering propaganda and disinformation, as well as cooperation with foreign partners. In the context of the full-scale Russian-Ukrainian war, hostile narratives, disinformation, fakes and information manipulations have reached an unprecedented scale and become a global threat.

The roundtable will present Ukraine’s cultural achievements and opportunities in the international sphere. The event will allow learning about practical cases in the field of cultural diplomacy from the experience of the Ministry of Foreign Affairs, the Ukrainian Institute, and the Kyiv regional military administration. Also, well-known representatives of the cultural sphere will present their experience of international projects.

To create a platform for networking and professional development of government officials to effectively implement the 2021–25 Public Diplomacy Strategy of the Ministry of Foreign Affairs of Ukraine, consolidate the efforts of employees of various ministries, raise awareness of current challenges and communication tools, diplomatic and business protocol and etiquette, and the specifics of Ukraine’s European integration course.

The training aims to improve the knowledge and practical skills of participants in public diplomacy towards increasing the level of communication capacity of universities with different audiences, building the image and promoting the university brand in the Ukrainian and international public area, facilitating networking and exchange of experience among representatives of Ukrainian universities and experts, promoting successful activities in the field of public diplomacy and the development of international cooperation.

The training aims to consult the ministries’ employees, present successful experiences of European integration of the countries that have already become EU members and improve the skills of civil servants. This training will help civil servants develop their professional competencies and learn about the specifics of multi-vector communication in the context of European integration.

Public Diplomacy, Branding and Project Management

Economic Diplomacy and Partner Search Platforms

  • successful cases of the implementations of modern tools of economic diplomacy in the era of geopolitical transformations and economization of international relations, the role of the Ministry of Foreign Affairs;
  • projects for business development in Ukraine, current prospects and grants;
  • attracting foreign investments; correct formation and presentation of investment proposals for partners;
  • possibilities for export and the process implementation, crediting and insurance of business for export, logistics in the times of war;
  • analysis of the current situation and prospects for business and regions in post-war recovery.
Unit 3

SMM and Strategic Communications

  • working with digital tools and SMM: using social networks and their functionality;
  • effective communication in social networks: written language, interaction with the target audiences, content ideas for posts and other materials, using various communication formats, relevance, examples of successful and effective communication of state bodies with citizens in social networks;
  • visual component in social media: visual style; using videos, photos and other graphic material; resources for creating visual content; proposals for improving social networks of state institutions;
  • building a system of communication with foreign media.
Unit 4

Media Literacy, Fact Checking and Countering

  • modern information space (Russian information influence in Ukraine and abroad);
  • information analysis algorithm (difference between judgments and analytics, media owners, censorship, reliable sources of information);
  • understanding and recognition of Russian narratives, messages, fakes and manipulations;
  • facts as a key method of countering disinformation;
  • media literacy (critical thinking, using correct terms, avoiding unconscious spread of fakes);
  • fact-checking projects: how they work and what is their target audience.
Unit 5

Diplomatic and Business Etiquette

  • advantages of knowledge of etiquette and protocol in business and diplomacy;
  • business etiquette;
  • communication, rules of effective communication, strategies and tactics;
  • norms and rules of modern business etiquette;
  • basics of intercultural communication and cross-cultural management;
  • etiquette of state symbols;
  • organization and support of relations with partners;
  • peculiarities of visits by entrepreneurs, bankers and other business entities.
